YAKURR LOCAL GOVERNMENT CHAIRMANSHIP 2024: EQUITY AND FAIRNESS FOR YAKURR 2 STATE CONSTITUENCY

Attention: His Excellency Sen. Bassey Edet Otu

Your Excellency permit me as I use this medium to commend you and your team for setting the records straight in your administration. Your commitment in ensuring continuity of governance by consolidating on the gains of previous administration is visible to the blind and audible to the deaf. Through your concerted effort and policies, Cross River's lost glory is restored and Cross Riverians can feel the impact of good governance again.

It is crucial to commend your courage and political will to conduct Local Government Elections. This is evident in the recent reconstitution of the Cross River State Independent Electoral Commission (CROSIEC). Which is a step in the right direction to ensure that Cross River State is not short changed of the benefits of Local Government autonomy.

As the Elections approaches and zoning permutations are been considered. I crave your indulgence to remain the "People First" Governor you are, by ensuring equity and justice in zoning of elective positions. This is hinged on the fact that, the challenge of Leadership and rotation of power is of a critical importance to the stability of any society. A clear example is the rotation of the governorship seat among the three (3) senatorial district of Cross River State. A gentleman arrangement that has ensured equity, justice and stability in our state.

Your Excellency, in clear terms I wish to call your attention to the particular case of Yakurr 2 State constituency. Which has been marginalized in the rotational pattern of the Yakurr Local Government Chairmanship from 1999.

The list below shows the pattern of former Yakurr Local Government Chairmen and their constituencies till date.

1. Hon. Obol Goddy Ettah P.hD (1999 to 2002).

State constituency: Yakurr 1

2. Hon. Ubi Arikpo (2004 to 2007).

State constituency: Yakurr 1

3. Hon. Ubi Itam Ettah (2007 to 2010)

State constituency: Yakurr 1

4. Hon. Ubi Itam Ettah (2010 to 2013)

State constituency: Yakurr 1

5. Hon. Obol Ikpi Ikpi Akpama (2013 to 2016)

State constituency: Yakurr 2

6. Hon. Ofem Ebri Obeten (2020 to 2023)

State constituency: Yakurr 1.

Your Excellency, the fact speaks for itself. That from 1999 to date , Yakurr 1 State constituency has produced five (5) Local Government Chairmen, while Yakurr 2 has produced just one (1). It is for this reason among others, that therefore necessitates the dire need for a power rotation that suits both constituencies in an equitable manner. To ensure that no constituency is marginalized.

I am aware of the fact that our brothers and sisters from Yakurr 1 State constituency will argue that, the Central Senatorial district Senator is from Yakurr 2 State constituency. Yes, it's true. Never the less, the two (2) positions are mutually exclusive as shown below.

1. Rt. Hon. Obeten Okorn (1999 to 2003)

Position: House of Reps member.

State constituency: Yakurr 1.

2. Rt. Hon. Obeten Okorn (2003 to 2007)

Position: House of Reps member.

State constituency: Yakurr 1.

3. Rt. Hon. Bassey Eko Ewa (2007 to 2011)

Position: House of Reps member.

State constituency: Yakurr 1.

4. Rt. Hon. Bassey Eko Ewa (2011 to 2015)

Position: House of Reps member.

State constituency: Yakurr 1.

5. Rt. Hon. Bassey Eko Ewa (2015 to 2019)

Position: House of Reps member.

State constituency: Yakurr 1.

These clearly shows that from 1999 to 2013, that Yakurr 1 produced the Local Government Chairmanship, the Abi/Yakurr Federal constituency Representatives were also produced by Yakurr 1 State constituency. Which shows the mutual exclusivity of the two (2) positions.

Your Excellency, the system has been unfair to Yakurr 2 State Constituency as evident in the unequal rotation of the Yakurr Local Government Chairmanship position from 1999 to date. Thereby marginalizing us. A balanced rotation which reflects political equity and justice would foster progress, social harmony, inclusivity, stability and democratic consolidation.

It is therefore pertinent to ensure an equitable and fair power rotation of the Chairmanship position between the two (2) constituencies in order to dispel continuous dominance by one constituency over the other.
