Senate Committee on Works Holds Investigative Hearing on Odukpani - Itu Road




On Thursday, December 5th, the Senate Committee on Works convened the second session of its investigative hearing, focusing on the deteriorating state of the Odukpani - Itu Road. The session featured the Minister of Works, David Umahi, along with the Managing Directors of the contracting firms CCECC and SERMATECH.


During the hearing, stakeholders were questioned by committee members, leading to the revelation that substantial funds had already been disbursed to the contractors. Despite this, there has been insufficient progress on the road project, prompting concerns from lawmakers.


The committee reached several resolutions aimed at addressing the issues:


1. Termination of Julius Berger Contract: It was agreed to terminate the contract with Julius Berger due to its failure to execute the project and abandon the site. Julius Berger was summoned to account for the funds released thus far. A motion was raised and seconded for a bench warrant to be issued for the arrest of the company's Managing Director if they fail to appear within 24 hours.

2. Completion of Existing Road: While the dual carriageway expansion has encountered challenges, the committee agreed that immediate priority should be given to completing the existing single carriage road to alleviate commuter suffering.

3. Redeployment of Ministry of Works Officials: The committee resolved that all Ministry of Works officials, including the zone comptroller and engineers, would be redeployed. New personnel would be assigned with a clear mandate to ensure contractors meet their obligations.

4. Commitment to Timelines: A new commitment agreement, involving the Ministry, contractors, Senate, and other stakeholders, will be signed within seven days. The agreement will outline clear timelines for project completion and be backed by an affidavit containing punitive terms in the event of default.

Senator Asuquo Ekpenyong, representing the Southern Senatorial District, reaffirmed his commitment to the timely completion of the critical infrastructure project. He pledged to continue exercising oversight duties, advocating for the interests of his constituents.


The session ended with a firm commitment to ensuring that the Odukpani - Itu Road project is delivered efficiently and within the agreed timelines.
