Strengthening Homeland Security: Senator Williams’ Legacy in Lawmaking

 




The Cross River State Homeland Safety and Security Agency Law, 2016 is one of the landmark bills sponsored by Senator Eteng Jonah Williams during his tenure in the State House of Assembly. This legislation was a direct response to a pressing social malaise in the State, aimed at protecting citizens and enhancing public safety.

A review of Senator Williams’ legislative record shows a consistent commitment to supporting government policies and programs through lawmaking. From his first term in the house of assembly to the present in the Senate, he has focused on bills that address issues of great importance in our society. 

At the time, Cross River State faced serious security challenges, including high rates of kidnapping, banditry, armed robbery, and unexplained disappearances. Recognizing that the primary duty of government is the security and welfare of its citizens (Section 14(2), Constitution of the Federal Republic of Nigeria, 1999, as amended), Senator Williams championed this legislation, which received overwhelming support from the House.

The law was designed to:

✓Ensure the welfare, safety, and security of citizens and residents

✓Curb crime and protect public property

✓Create a conducive environment for peaceful living

✓Establish a volunteer scheme to support security agencies in addressing kidnapping, cultism, and street criminality. 

A retrospective analysis shows that the law has achieved its objectives. Today, Cross Riverians enjoy a safer and more secure environment, thanks in large part to the vision of Senator Williams.

Recently, the Governor of Cross River State, His Excellency Senator Bassey Edet Otu, provided a permanent office for the Homeland Safety and Security Agency, further strengthening grassroots security. This initiative has successfully removed 1,300 volunteers from the streets, who now support security operations across the State’s three Senatorial Districts, as noted by the Director (South), Chief Michael Nsan.


In legislative matters, it is crucial to support leaders who understand their environment and propose solutions through effective legislation. Senator Williams is a prime example, demonstrating foresight and dedication to improving the safety and welfare of Cross River State and Nigeria at large.

Engr. Jerome Egbe Visits NSCDC Command for Strategic Partnership on Public Utilities

  The Special Adviser to the Governor of Cross River State on Public Utilities, Engr. Dr. Jerome Egbe, KSM, today, October 8, 2025, paid a courtesy visit to the Commander of the Nigeria Security and Civil Defence Corps (NSCDC), Cross River Command, Mr. Brown Charles, in Calabar.  The visit centered on establishing a strategic partnership to protect and secure public utilities across the state from vandals and criminal elements.
