According to Offiong, Governor Otu’s people-first approach has yielded tangible results, including a 60.6% increase in Internally Generated Revenue (IGR), a reactivation of the state’s reserve fund, and the securing of ₦3.5 billion in funding for the Bakassi Deep Sea Port—an initiative he called _“a legacy project with transformative potential.”_

The message also highlights key strides made in infrastructure, healthcare, education, and youth empowerment. Projects such as the remodeling of the Governor’s Office, decentralization of the Calabar Carnival, the expansion of the Ikom General Hospital, and the revitalization of the health sector across 197 wards were commended as impactful and inclusive.

Offiong praised the administration’s handling of critical infrastructural challenges, citing the reconstruction of the Akpabuyo-Bakassi Road and the abandoned Akido Road. He also noted the commencement of reconstruction at the Yellow Duke flood channel to mitigate perennial flooding that has claimed lives and property.

In the education sector, the Governor's provision of WAEC fees, construction of over 26 new classroom blocks, and the transformation of the Uwase Model Secondary School into a beacon of hope for young people were described as “a testimony to putting the people first.”

CoolCover Global also acknowledged the state government’s fiscal discipline and renewed focus on inclusive governance. “Your transparency, fiscal discipline, and focus on inclusive growth—such as honoring debt obligations and reactivating the State Reserve Fund—demonstrate prudent leadership and responsible governance,” the message added.

As the Governor begins his third year in office, Offiong expressed optimism about the administration’s trajectory. _“We are confident that the momentum will not only continue but multiply—delivering even more dividends of democracy to all Cross Riverians,”_ he affirmed.

Concluding his message, Offiong pledged CoolCover Global Limited’s continued support and partnership in building a state anchored on equity, opportunity, and excellence.
